PREAMBLE
We, the members of the National Crime Investigation Bureau (NCIB), fully committed to the Constitution of India and the rule of law, hereby adopt this Constitution to work toward building a just, safe, aware, and crime-free society.
We affirm our dedication to:
- Ensuring that every citizen receives justice, safety, and dignity regardless of background.
- Promoting public awareness, legal literacy, and victim support through lawful and constitutional means.
- Empowering society by fostering responsible reporting, awareness, and participation in crime prevention.
- Upholding transparency, neutrality, and non-political values in all activities of the Bureau.
OBJECTIVES
The National Crime Investigation Bureau (NCIB) is a non-governmental, non-political, and independent public-interest organization committed to serving the nation through crime awareness, legal literacy, reporting support, and civic engagement.
Core Objectives:
- To provide a secure and confidential platform for citizens to share information regarding criminal activities.
- To raise awareness about various forms of crime such as cybercrime, human trafficking, child abuse, substance abuse, domestic violence, fraud, and corruption.
- To guide and assist victims of crime in accessing legal remedies and institutional support.
- To conduct legal literacy and public awareness campaigns, workshops, and outreach programs to empower citizens with knowledge of their rights and responsibilities.
- To train volunteers and youth to actively participate in social change and crime prevention efforts.
- To collaborate with law enforcement, legal aid bodies, administrative authorities, media, and other stakeholders in the fight against crime.
- To work for the protection and support of marginalized, underprivileged, and vulnerable communities.
- To establish connections with national and international organizations having similar objectives.
- To conduct field research, case studies, surveys, and data analysis to understand and report on crime trends and justice issues.
- To disseminate reliable information through online and offline platforms, helping society stay informed and vigilant.
GOVERNING BODY
- The supreme executive body of the Bureau shall be the Governing Body, consisting of at least 21 members, elected annually.
- At least one member from each state shall be included as a member of the Body to ensure regional representation.
- The Governing Body shall form a Core Group and Secretariat annually, consisting of at least 11 active members responsible for implementing programs and decisions.
- The Body shall convene at least once a year, with special or emergency meetings held as needed.
MEMBERSHIP RULES
- Any Indian citizen who is above 20 years of age, has completed at least 10+2 (Higher Secondary) education, has no criminal background or involvement in any unlawful activity, and who agrees with the Constitution and objectives of NCIB, shall be eligible to become a member.
- The applicant must submit all required documents (such as identity proof, address proof, and educational certificates) and pay the membership fee as prescribed by the NCIB.
- Membership shall be granted only after successful verification of documents and background, as per the organization’s rules and standards.
- NCIB reserves the right to approve or reject any application based on its internal assessment and verification process.
- No political party office-bearer or active political member shall be eligible to serve as a office-bearer in NCIB at any level.
FINANCE
- All financial requirements shall be met through membership fees, member contributions, and voluntary donations.
- Donations or funding from government bodies, political parties, or their representatives shall not be accepted.
- All financial transactions shall be made exclusively through NCIB’s official bank account.
- At the end of each financial year, audited financial statements shall be submitted to the Income Tax Department of the Government of India, and shared with members transparently when required.
MISCELLANEOUS PROVISIONS
- NCIB may establish local, state, and national chapters to carry out its activities more effectively.
- The Bureau may organize seminars, awareness drives, public education programs, legal aid camps, and social outreach initiatives.
- It may publish books, reports, magazines, training manuals, case studies, and other awareness materials for public use.
- The Bureau may use digital platforms, mobile apps, and media tools to reach and educate the broader community.
- NCIB is a registered and legally compliant body, operating within the framework of the Indian Constitution and applicable laws.
