INTRODUCTION

The National Crime Investigation Bureau (NCIB) is a non-governmental, voluntary public-interest organization committed to legal awareness, justice support, and the protection of human and constitutional rights across India.
While NCIB operates independently and is not a government or enforcement agency, it works in alignment with legal authorities and departments to support the creation of a safe, aware, and justice-driven society.

This document outlines the authorized duties, core activities, rules & regulations, and the declaration applicable to all NCIB members.

AUTHORIZED DUTIES & RESPONSIBILITIES

Focus Areas: All NCIB members are permitted to engage in research, reporting, documentation, and verified information sharing on:
1. Anti-national and anti-social activities
2. Systemic corruption and unlawful practices impacting public welfare
3. Circulation of counterfeit currency and smuggling of illegal arms
4. Bonded labour, child labour, sexual harassment, and violations of human dignity

Reporting Protocol: Verified information may be submitted to Local Police Stations, Senior Police Officers, Relevant Government Departments, National Law Enforcement Agencies (e.g., CBI, ED, NIA), or Judicial bodies.
Note: All actions must be conducted within the legal and constitutional framework of India, and strictly in accordance with NCIB’s internal by-laws and code of conduct.

CORE ACTIVITIES OF NCIB

NCIB members are expected to actively support or participate in key national and community-based initiatives, such as:
1. Cyber Crime Awareness Seminars: Educating citizens about online safety, fraud prevention, and responsible digital behavior.
2. Legal Aid & Public Justice Support: Assisting underprivileged individuals in understanding their legal rights and seeking appropriate remedies.
3. Criminal Intelligence Reporting: Collecting and forwarding verified information on unlawful activities to competent authorities.
4. Human Rights and Constitutional Awareness: Promoting knowledge about Fundamental Rights, Consumer, Labour, and Senior Citizen Rights.
5. Community Safety: Involvement in campaigns against women harassment, child labour, human trafficking, and Dalit/minority exploitation.
6. Social Welfare Engagement: Supporting efforts in community building, youth training, and awareness campaigns.

1. MEMBERSHIP NATURE

All members work on a voluntary basis. No salaries or payments are provided. Membership is non-transferable and non-refundable.

2. IDENTITY VERIFICATION

Each member receives an NCIB ID Card with an official Hologram/UID/QR code. Membership authenticity can be verified via the official website. Invalid Hologram/QR/UID codes render the card null and void.

3. LEGAL BOUNDARIES

NCIB is not an investigation or enforcement agency. Members are prohibited from conducting raids, inquiries, or arrests. Any illegal action by a member is subject to termination and legal action. NCIB will not be responsible for such conduct.

4. REPORTING RESPONSIBILITIES

Members are to report only verified, factual information. All communication with police, departments, or media must be professional and within legal norms.

5. RENEWAL & ACTIVITY COMPLIANCE

Membership must be renewed within 30 days of expiry. Late renewal (after 30 days) will attract a penalty of 2× the renewal amount. If not renewed within 60 days, HQ reserves the right to terminate the membership.
At the time of renewal: A minimum of 5 activities must have been completed during the year and an activity report must be submitted. Failure to do so will attract a penalty of 5× the renewal amount.

6. MANDATORY PARTICIPATION

Each member must participate in at least 5 official duty days during their membership term (including Cyber awareness, Legal aid events, Emergency response, Welfare campaigns). Non-participation without valid reason may lead to membership suspension or cancellation.

7. MEETINGS & COMMUNICATION

Members must attend at least 50% of all scheduled online/offline meetings organized by HQ or State Directors. Failure to meet this attendance requirement gives HQ the authority to demote or terminate membership.

8. ASSIGNMENTS & COORDINATION

Members may be called for duty at the district, state, or national level. This includes supporting public welfare programs, cultural events, and collaborative tasks with legal authorities.

9. JURISDICTION

All disputes, if any, shall be subject to the jurisdiction of Gonda, Uttar Pradesh, India.

By joining NCIB, each member acknowledges and accepts the following declarations:

1. The information provided during registration is accurate, truthful, and complete. Any false or misleading data may result in termination.
2. Members shall not engage in any activity that harms the image or integrity of NCIB, the Nation, or Society.
3. Members fully understand that NCIB is not a government body, but a voluntary, independent organization working for public awareness and legal empowerment.
4. All members agree to abide by the rules, code of conduct, and operational policies of NCIB.
5. Participation in organizational activities and meetings is compulsory as outlined above.
6. NCIB Headquarters holds full discretion over acceptance, renewal, promotion, demotion, and termination of any membership.

This declaration is considered acknowledged and accepted by all members upon joining. No separate signature is required.

Final Note: The success of NCIB depends on the integrity, awareness, and active involvement of its members. Each member is a representative of the organization’s mission — to create a safe, informed, and justice-oriented society.
